Testing captive portal with CloudTrax can be misleading. Any client device that has previously connected to another SSID on the same CloudTrax network may already be considered 'authenticated' by the splash page on the separate SSID, and thus not required to pass through it. This will make it appear that the splash page is not working correctly, even when it is.
Entering "http://logout" into the address bar of your browser will clear this authentication data and allow you to see if the splash page works. Also be sure you're entering an http (port 80) webpage such as www.bing.com if the client device doesn't automatically detect the splash page.
